I'm not sure how things are run in Saudi Arabia but in Canada shopping malls/centres are not public property. People are invited to the property as guests but the mall owners have the right to turn people away. Likewise, stores within malls have the right to refuse service to people but of course it is bad business to do so (unless necessary). So, generally speaking, people don't get banned from or kicked out of malls and stores unless they go against rules etc. People generally have the ability to voice complaints with mall management and can also take their grievances to a lawyer.
