I think the Ulama world wide or even a small group of Ulama must setup what you call recommended sites, blogs and even forums by giving them "brand based " child safety certificates and hence develop software which can be purchased by parents to control what browsers can and cannot access. InshaAllah.

You may call it a business but the project has been started by the members of "Russia Mufties Council". And why don't you apply the same thing for smartphone as for the PC?
