Including Muslims.
Let us call it Qaddhafi Syndrome.
So Qaddhafi Syndrome is the perception of Dawah as a joke or as an awkward activity of which a Muslim should be ashamed or at least be shy.

What steps should we take to overcome this psychological block?

i think first you will have to give some evidence he invited people to islam. then you should also mention what exactly did he invite to.
in my opinion perception of dawah as a joke should be called TJ-syndrome because many 'educated' liberal muslims see that as a joke.
but that is my opinion and I may be completely off the track. if so please correct me.

I agree with mh here. Calling it qaddafi syndrome will be potray a feeling similar to calling the daee qaddafi (or something similar). Maripat bhai you gotta find a new name.

Remember the report is from kuffar media.
After that the problem is to overcome the stigma associated with his approach.
My personal view is that Dawah has to be implemented at every level.
Workers should invite workers and others to Islam.
Women should invite women to Islam.
Students should invite students and non-students to Islam.
Engineers should invite engineers and others to Islam.
Scientists should invite scientists and others to Islam.
Executives, managers, officers should invite executives, managers, officers and others to Islam.
Business people should invite business people and others to Islam.
Scholars should invite scholars and others to Islam.
Our Elders, with a million respect, should invite the religious and spiritual leaders of other religions as well as the Kings and Queens, Prime Ministers and Presidents of countries to Islam.
This should be our way of life.
So far we are stuck with Inter-Faith Dialogue. That is not Sunnah. Allah (SWT) asked beloved Prophet (PBUH) to declare that to call towards the religion of Islam with care and explanation is my way - and of my followers.
