No. No he cannot. Because what if it is Allah's will that he does not get married to her? Choosing instead a different (a better one!) partner for him? Is he, the guy, still to wish to meet her in Jannah?

It would be better for him to say: "Insha'Allah, we will get married".

Unless there is something impossible between you, if you love each other then its probably best to find a halal way to sort out the obstacles and get married.

If its to do with family matters or background or all sorts of things most of these are things that can be sorted out InshaAllah, why not just give it a try?

In life though we have to remember its good to avoid non-mahrams so these problems don't arise, yes?
