Default Sunnat Gair Mokadda
Are Sunnat Gair Mokkada optional?
They are only in Asr and Isha Namaz?

Sunnah Mokaada - We have to read them?

Nafl Rakaats are Optional?

wa rahmatullah,,
Praying 4 rak'ah before 'Asr is a non-emphasised sunnah, praying it is best, but it is permissible to leave it out. Praying 4 rak'ah before 'Esha is not reported from hadith, only analogy. If you don't pray it no sin at all, you can pray 2 rak'ah or 4 if you wish.
One should pray all sunnah mu'akkadah, leaving them permanently would be a fault.
If by Nafl ra'kahs you mean nafl prayers then they are entirely optional.

Allah gives us tawfeeq to pray in the best manner.
