Default Water under nails and "hard-to-reach" places in ablution.
I have noticed that there are places such as the sides of two nails that may meet with air but are unlikely to be reached by flowing water. There may be dirrt stuck in the sides of the edges of the nails, it is impossible to get it out without the use of things such as needles and even with is diffucult to get out.

Does water have to reach these places in Ghusl and Wudu, because it seems impossible unless I break off my entire nails.

Very thoughtful question, but should be asked to a Scholar. I too am looking for the answer. I'm too afraid of giving an opinion.

But you are speaking of dirt which cannot even be removed by a needle, so maybe your case is different.
