Taken from Elements of Shafi'i Fiqh.

1. To raise both hands up to the shoulders
-when saying Allahu Akbar at the beginning of Salaah,
-while going to Ruku’,
-coming up from Ruku’ and
-standing up from the first sitting of Tashahhud.

Brother need very specific answer, Raising hands before and after ruku is Sunnah? Yes or No?
Btw i know how a shafi performs rakats in salat.

Yes it is sunnah:
From Reliance of a Traveller:

(While going into Ruku)

f8.30 The optimal way is to raise one's hands
and say "Allahu akbar" so that one begins raising
the hands
as one starts saying it, and when the
hands are at shoulder level, one bows.

(Straightening up from Ruku)

f8.32 The optimal way is to raise the hands (A:
lifting them from the knees as one starts
straightening up
, raising them to shoulder level)
and the head together, saying, "Allah hears whoever
praises Him."

Its not from the arkan of salat. It is a sunnah but if you forget, your prayer is still valid and you won't have to do any forgetfulness sajdah.

asalam aleikum. brother do not restrict yourself to one madhab. once you get an ayah or sahih hadeeth confirming it is sunnah, u can follow without worrying about your madhab,

It is mentioned to raise the hands and the head 'together'.

That's not answering his question and we're not mujahid who can simply do anything we want. Taqlid is a must for random people. And if you have any attentions of spreading Wahhabism here, you can just cancel your niyat. We don't accept opinions from those who claim "not following any madhhab". Okay, thanks, bye.

If you have a strong opinion and would like to share it with others regarding madzhab, you might as well open a new thread on that as not to divert this thread. Just be civil in the discussions as the matter regarding following madzhab, the definition of madzhabs and so forth have been discussed many times by many people before so the arguments will be in-depth.

As far as when should onee lift one's hands up, in salaah, is concerned, it is 'sun-nah' to lift ones hands, on four occasions, in salaah:
1] when one starts one's salaah, with the takbeeratul-ihraam 2] when one goes into ruku 3] when one comes up from ruku 4] when one stands up from the second raka-ah, for the third raka-ah, because Sayyidunaa Ibn Umar (radiyal-laahu anh) narrates that the Nabee (sal-lal-laahu alaihi wa sal
lam) used to lift his hands up, until they were opposite his shoulders, when he used to start his salaah and when he used to say "Allahu akbar" for going into ruku and when he used to lift his head up from ruku and because Sayyidunaa Ali (radhiyal-laahu anh) narrates that the Nabee (sal-lal-laahu alaihi wa sal-lam) used to, when he stood up from the two sajdas (of the second raka-ah, for the third) lifted his hands, likewise and say "Allahu akbar". Al-bukhaari and Muslim reports the hadeeth of Sayyidunaa Ibn Umar.
Abu Dawood and At-tirmithi reports the hadeeth of Sayyidunaa Ali. From the two above-mentioned hadeeths it is clear that the Nabee (sal-lal-laahu alaihi wa sal-lam) used to lift his hands up, in salaah, on four occasions
