Who does oil and other valuable minerals and stones belong to in darus salaam?

does it belong to the muslims of the land?
does it belong to the muslims of the world?
does it belong to the person under who's land it is discovered?
does it belong to the state for the benefit of the people?
does it beong to the ruler of the land?

As far as I know the natural wealth of the Muslim Ummah belongs to the Ummah. The Caliph is the guardian over it to use it in the best interests fo the Muslims. I am only stating the words of Mufti Muhammad Shaf'i when he compiled a small booklet on the Islamic economic system.

As far as I know the natural wealth of the Muslim Ummah belongs to the Ummah. The Caliph is the guardian over it to use it in the best interests fo the Muslims. I am only stating the words of Mufti Muhammad Shaf'i when he compiled a small booklet on the Islamic economic system.

what if there is no khalifah but a king ruling over that land. does it still belong to the muslims?
