There is a difference of opinion as to whether the insulter of the messenger is asked to repent or not. sallaLlahu 'alayhi wa alihi wa sallam.

Could you please expand a bit on this?
What about the scenario in which the insulter of the Prophet later on in his/her life embraces Islam?

Brother 'Umar, see the Shifa', particularly this section. Baraka Llahu fikum. Note: the discussion is surrounding murtaddun i.e. those who were initially muslims.

was-salam Salam alaykum,

The discussion had come up as to what is the situation of the one who curses the Prophet (Salla Allahu Alayhi Wa Sallam) outside of the lands of Islam. From what I am reading, all the rules mentioned by Qadhi 'Iyad are done by the Imam, that is in Muslim lands.

So what about the situation in non-Muslim lands where the Muslims have no authority?

This is especially important in our day, since there are millions of people living in non-Muslim lands who purposefully insult Islam and the Prophet (Salla Allahu Alayhi Wa Sallam) in the hope that we will attack them and show the "violent nature of Islam" (as was the case with Facebook a few months back), and the ruling for such a case would be appreciated.

Assalam o 'alaykum,

Acordding to the Ahnaf, the repentance of one who insults the messengers is accepted. The view that such a person's repentance is not accepted crept into Hanafi books from Al-Shifa' of Qadi 'Iyad Maliki and Al-Sarim al-Maslul of Hafiz Ibn Taymiyyah.

MORON BE-Namazie, spokesperson for the Council of Ex-Muslims of Britain, yesterday issued an emergency appeal for funds, saying:

The CEMB is in the worst financial situation since its inception.

She explained:

It is incredibly hard to get support for our work from funders, even some who might be perceived as allies. The media and government, too, continue to avoid real discussion on the issues at hand. That’s why we have to depend on you for your help in getting the word out, supporting ex-Muslims and challenging Islamism........
