It's just that they have some other problems too at the moment, but they are not scared of Pakistan thus the direct and public comments, in fact what should they be scared of, Pakistani government already submitted to the USA.
It's true Pakistan is unpredictable, like their cricket team, but most of the time opposition don't care and just crush them.
