the criteria of tashabuh bil kuffar is that a person wears a dress that is worn by the kuffar and on seeing it one's mind goes to the fact that it is is specific to their kufr, then it will be imitation-otherwise not.

Someone asked, what about a person who embraces islam in England, and wears a jacket and trousers-will that be Tashabuh. He said it will not be , because it is not deemed to be such (a specific thing) in those lands. That is the dress of that foreign land-and they all wear it without differentiation.
If it becomes commonplace in our country then its specificity to the kuffar will be lost here too, and it will no longer be forbidden.

But don't take this as a fatwa. the ulema need to comment on how to interpret this in our time.
There may be more to it than that etc

anyone know about short sleeves?

i have been taught in indo/pak maktabs that it is makrooh to pray salaat in short sleeves. but when wearing the ihram a persons arms are exposed. is this another ruling that is only applicable to certain times and certain places. i.e was wearing thought of as 'badmashi' in indo/pak hence the ruling and would it be ok to wear short sleeves in places where it is common to wear them and where it is not seen as a 'badmashi'?

Shaykh (Mufti) Rasheed Ahmed Ludhyanwi (RA) in Ahsanul-Fataawa doesn't consider praying in T-Shirts Makrooh but if the clothes are presentable and you can appear in front of people in them.

I've learned the the karaha is attached to rolling up one's sleeves and not necessarily to short sleeves. Is this correct?

Yes, that's a further issue.

There are two separate issues:
-Short sleeves.
-Rolling up sleeves.
