Cleaning body and face without hair's completes bathing ??

Some of the peoples bath like this due to some reason's for example in winter season to avoid physical health damage, is this allowed in islam ?

why would there be damage to physical health in winter?

if ghusl is compulsory on you, then washing the head is compulsory, otherwise you can just take normal shower and avoid washing hair if u feel u might get sneezes n stuff..
