I heard in Adab-e-Ghast done by a Moulana. He quoted hadrat who once said:

'' The people who are doing ghast in the streets of Europe are better than those who are doing Tawaaf

Of the Kab'ah'' Anyone, confirm that Hadrat said this ?

If Hadhrat ever said something along that lines, it would be not a very far-fetched statement. If you think it's an exaggeration, just consider the following Hadith:

Sayyidina Abu Hurairah narrates that he heard the Prophet saying: "To spend an hour in the path of Allah is better than to stand in prayers i the Night of Power (Shab-e-Qadr) in front of the Black Stone (Hajr-e-Aswad) of Ka'ba." [Ibn-e-Hibban: 463/10] Now, we definitely have no problem with the words of Rasulullah , but it feels difficult for us to accept the fact that someone in Gusht is actually in the path of Allah. And of course the statement of Hadhrat would not fit every person in Gusht, but depends on the mindset, sincerity and concern a person performs the Gusht with.

Lastly, didn't Rumi also say "Suhbat of the Ahlullah is better than 100 years of sincere Ibaadah"?

hazrat according to majority of schoolars this hadis is for jihad bis saif not for jihad bil mana

Its not a big problem that shaikh told this or not,but if he didnt told and we said he tod so this is very big lie
and according to hadis if someone tells something which he listen only and he hasnt any proof this is very bad and gunahe kabira,
alhamdulillah our akabirin of dawah told us very good aadabe gusht,so why we need this type of talks?
One akabir told " hum jese kehte he or jitna kehte he itna hi kaho,usi me faida he or hifazat he "

can't it be used for tabligh because im sure hadrat ji has placed it in muntakhab ahadith

رواه ابن حبان ، قال: أخبرنا خلاد بن محمد المقرئ بن خالد الواسطي بنهر سابس على الدجلة حدثنا عباس بن عبد الله الترقفي حدثنا المقرئ حدثنا سعيد بن أبي أيوب حدثني أبو الأسود محمد بن عبد الرحمن عن مجاهد عن أبي هريرة أنه كان في الرباط ، ففزعوا إلى الساحل ثم قيل : لا بأس ، فانصرف الناس وأبو هريرة واقف ، فَمَرّ به إنسان ، فقال : ما يوقفك يا أبا هريرة ؟ فقال : سمعت رسول الله صلى الله عليه وسلم يقول : موقف ساعة في سبيل الله خير من قيام ليلة القدر عند الحجر الأسود
