Why is short selling impermissible?

I read what Mufti Ebrahim Desai's website mentioned, that one does not own it. However from my understanding if something is loaned from another it can be sold but if something is borrowed it cannot be sold. Are we certain that in short selling the seller is borrowing it from the owner and not loaning it?

I would really appreciate input of the brothers who know about this.
