Salaam,

Who are the Ahlul Bayt as per Quran's soorah Ahzab ayah 33?

(33:33 [SHAKIR])
And stay in your houses and do not display your finery like the displaying of the ignorance of yore; and keep up prayer, and pay the poor-rate, and obey Allah and His Messenger. Allah only desires to keep away the uncleanness from you, O people of the House! and to purify you a (thorough) purifying.

the true ahlul bayat do not declare halal haram and haram halal and by this do not become aytuallah.
Okay, is this ayah speaking of the wives when specifically mentioning the Ahlul Bayt, or is it in regards to the people of Hadeeth al-Kisa and Mubahalah?

Ahlebayt is basically a large group. Wives of Prophet(saw), family of Ali(ra), family of abbas(ra) , etc...

Add to that the children of Abu Lahab who was the Prophet's SAWS uncle.

As for those who are meant in this verse they are the mothers of believers (raa) as it is obvious from the verse:

According to the authentic Hadith they least one can say is that Sayyidina ŽAli, Sayyidatuna Fatima, Sayyidina Al-Hasan and Sayyidina Al-Husayn, radiya'Llahu Žanhum, are included. The opinion of Al-Imam At-Tahawiy (rahmatuLlahu Žalayh) was that it was specifically for Ahl Al-Kisa' as mentioned above.

It is clear that Allah is talking to the wives aswell. As is shown in the verse before aya 33.
It starts with:
'OH WOMEN OF THE PROPHET...' which is quite clear

Definitely they are included, the Prophet SAWS made Dua so that Allah would include them and purify them.

The verses are definately referring to the azwaaj at-taahiraat, but the ayat at-tat-hir was also referring to the ahl al-kisaa', as the others have said, hence the change in person: innama yureeduLlahu li yudh-hiba 'anKUM ar-rijsi, not 'ankunna, so it included the wives and the ahl al-kisaa'.

NOTICE, Here the Angels are talking to Sarah the wife of Ibrahim SAWS:

قَالُواْ أَتَعْجَبِينَ مِنْ أَمْرِ اللّهِ رَحْمَتُ اللّهِ وَبَرَكَاتُهُ عَلَيْكُمْ أَهْلَ الْبَيْتِ
"rahmatu Allahi wabarakatuhu AAalaykum ahla albayti"
[Quran Hud:73]

She is a female being addressed in the plural of masculine which is the exact same case as verse 33:33.

So the feminine was not used and do you know why? Because the Prophet and his wife are Ahlul-Bayt. In the verses of Surat al-Ahzab who is being addressed by Allah?

In verse 27: "O Prophet, say to your wives..."
In verse 32: "O wives of the Prophet, you are not like anyone among women..."

Then in verse 33 he is talking about the entire household which includes the Prophet SAWS and his wives:

Verse 33: "And abide in your houses and do not display yourselves as [was] the display of the former times of ignorance... Allah intends only to remove from you the impurity, O people of the household..."

Another opinion says that the wives can be addressed in the plural of masculine in the Arabic tongue, for example in these verse about the Prophet Musa SAWS and his wife:

إِذْ رَأَى نَارًا فَقَالَ لِأَهْلِهِ امْكُثُوا إِنِّي آَنَسْتُ نَارًا لَعَلِّي آَتِيكُمْ مِنْهَا بِقَبَسٍ أَوْ أَجِدُ عَلَى النَّارِ هُدًى

"Ith raa naran faqala liahlihi omkuthoo innee anastu naran laAAallee ateekum minha biqabasin aw ajidu AAala alnnari hudan"

"When he saw a fire and said to his family, "Stay here; indeed, I have perceived a fire; perhaps I can bring you a torch or find at the fire some guidance."
[Quran : TaHa 10]

Here the family is only his wife but he addressed her in the plural of masculine, this was stated by the biggest Shia scholars of Tafseer such as al-Tabrasi in his "al-Jami'i" 2/699:

تفسير جوامع الجامع - الطبرسي ج 2 ص 699
. لم يكن مع موسى غير امرأته وقد كنى الله تعالى عنها بالأهل ، فتبع ذلك ورود الخطاب على لفظ الجمع وهو قوله : * ( امكثوا ) * و * ( ءاتيكم ) * ، * ( إني ءانست نارا ) Translation: "Musa was accompanied by no one except his wife and Allah refered to her as his Ahel so she was addressed in the plural."

al-Tarihi in Majma'a al-Bahrain 4/218:

مجمع البحرين - الشيخ الطريحي ج 4 ص 218
قوله : * ( فقال لاهله امكثوا ) * نقل بعض شراح المغني انه قد تخاطب المرأة الواحدة بخطاب الجماعة الذكور ، يقول الرجل عن أهله فعلوا كذا Translation: "those who explained al-Mughni said that the one woman can be addressed in the plural of masculine, as the man says about his Ahel: They did so and so (In the masculine plural form)."

The reason for the change of tone from feminine to masculine is a basic rule in the Arabic language. KUN is used for a plural of females, whereas KUM is for plural males. However if theres a hundred females and even one male, then the way you talk to them is in the male plural form (KUM,HUM etc.). So the reason that it changes is because firstly, Allah is talking to the wives of the Prophet (SAW) and then He talks to the Ahlul Bayt (AS).. and we know the Ahlul Bayt contain males aswell as females.
