It's in turkish but there is the original Arabic signature and fatwa by Sistani when scrolling down on that site.

His argument for taking the money is that it was for the poor people etc. -I doubt it very hard- but is there any Sunni 'Alim who made it permissible to give fake fatwa in order to get money for the poor people? Can this deed be justified?
