Default Public non Muslim toilets
The washbasins / sinks are always outside the cubicle / stall so if you get najasah on the hand (it does happen!) how does one clean it until you come outside? How do they cope? Practical advice?

dry your hands with tissue then go the the washbasin & wash it. or if there is still water left in the container you used for istinja, wash your hands with that. most important leave the toilet in a condition that you would like to find it.

Wash the tap, wash your hands, wash the tap again (if necessary), get some tissue, dry your hands, get some more, use it to open the toilet door, then discard said tissue. Insha'Allah that should do.

But I'm in the scenario where there is no tap in the cubicle (even for the jug) because it's in a "Western" / non Muslim country. So unless you use the disabled facility you have a problem if the water runs out of the container you brought for istinja? Think about the logic here. A "future proof" version would fit the sink inside the cubicle. Wait until 2023.

Assalamualykum,
I also reside in a non-muslim western country and when I have to use public restrooms, I usually try to get the handicap stalls that usually have sinks in them. Another practical advise would be to have someone parent/sibling/friend outside and just hand the bottle to them to fill it up again (u will get lots of awkward looks. Another would be to use bigger bottles

I have this habit of not touching anything with the left hand after completing the toilet rituals (washing, wiping n all) until and unless I wash my hands with soap. If there's no wash basin in the cubicle, I simply walk out and wash my hand outside in the basin. Simple.

Well, I drink a lot of water... so I make sure I have a plastic-throw away bottle with me.
I fill it partially with water before I go into the stall...
do what I have to do...
Don't touch anything with my left hand,
Turn the tap on with right hand, put soap on right hand, then begin to wash my hands.

It's fairly simple.
