Default Will a non believer be regretful on the Last Day because...
He sat next to a Muslim in his workplace for a third of the day for most of the week and never asked him about Islam? Or he knew a Muslim neighbour but never asked? Or was a good friend to a Muslim? Or was a Professor of Arabic and/or Islamic Studies and still didn't accept Islam. Or another reason?

Allah guides whom He wills. We should be grateful we are Muslim!

39:71. The Unbelievers will be
Led to Hell in crowd:
Until, when they arrive there,
Its gates will be opened.
And its Keepers will say,
"Did not apostles come
To you from among yourselves,
Rehearsing to you the Signs
Of your Lord, and warning you
Of the Meeting of this Day
Of yours?" The answer
Will be: "True: but
The Decree of Punishment
Has been proved true
Against the Unbelievers!"
39:72. (To them) will be said:
"Enter ye the gates of Hell,
To dwell therein:
And evil is (this)
Abode of the arrogant!"

We might as well be held responsible for not telling them about the beauty of Islam. May be he would tell Allah that a Muslim used to sit next to me but he never told me anything about Islam and neither his actions ever seemed impressive enough to teach me about Islam.

And same goes for the neghbour, good friend & professor who might grab us by our collar on the day of judgement.

Yes but I was using in the more general sense:

Information on Islam is out there - whether that be via your co-worker, friend, teacher, neighbour, Internet, library, Imam.
