I have come across dogs over the years that do not "settle" in the house, no matter what. When I came across the first one I was dumbfounded. This dog, a pit mix thing, was on the go ALL THE TIME! Even when she was worked and drop dead tired laying there on the living room rug she would slide over to the couch leg and chew it or ignore chew toys and start on the rug. Or 15 mins later she would have her second wind and start climbing in the kitchen. Crating was a nightmare.

So outside with the proper set up can be great.
