If someone mentioned my outdoor dog was crying at all hours and I happened to be elderly or disabled and unable to walk said dog, I would be ok if that person offered help. If I was really in over my head with a dog some other person dumped on me, but I didn't want to take it to the pound where it would be euthanized, I would even be ok if said person asked to take over ownership, care for the dog, and either keep it permanently or find it a home. Just sayin.

Go over, politely mention the dog cries a lot. Take it by ear, but if it looks like the owners need help and you are willing to help them, then do so if you can get their permission.
