Default Advice?
So I need some opinions because I'm not quite sure if it's my place...I've sometimes heard a dog crying from next door and didn't really think anything of it. The other day Stryker was tugging me over there and at the neighbors yard line is an American bully, hes chained to a plastic dog crate and the chain is only long enough for him to jump on top of his crate and move maybe in a two feet radius around it. Hes a healthy weight and has water hes a little dirty but I feel so awful for him lately I hear him cry ALOT he doesn't get any human interaction he seems friendly towards Stryker he always wags his tail when he sees him but stops the moment he sees me. I think the people next door are elderly and maybe are unable to care for him...Is this enough to call SPCA?
