In the State of Delaware, animal control services are provided by Kent County SPCA through contracts they hold with each of our three counties, New Castle, Kent and Sussex. KCSPA's animal control division, known as Delaware Animal Care and Control, is a corrupt entity that answers to no one. These AC's enjoy flaunting their little powers. If they get "caught", the KCSPCA director will use loopholes in the Shelter Standards law to justify their actions. No one oversees this group at the county or state level. The KCSPCA director, Murray Goldthwaite, stated to me in an email that the newly passed Shelter Standards law does not apply to AC's discharging their duties in the field. I believe every word of this woman's story. This is not the first time this has happened.
