Determined to not let anything ruin their party, planners of the 2008 Summer Olympics said Wednesday that they can seize control over the most unstable section of all -- the current weather. While China's Olympic athletes are preparing to participate on the areas, its meteorologists are working the heavens, attempting the difficult task of creating sure it generally does not rain on the Aug. 8 opening ceremonies. "Our group is qualified. Our formulations are complete," announced Wang Jianjie, a speaker from the Beijing Meteorological Bureau, approaching a conference at the headquarters of the Beijing coordinating committee. The Chinese are one of the world's leaders in what's called "weather modification," however they have significantly more knowledge making water than stopping it.
