I can't say I understand this question at all, but I think basically Fed Cup success is determined by whether or not Zuzana is on the team

I'd say by plebiscite, but I fear that a series of events leading to the election of Philipp Eberhard Hermann Kohlschreiber over Nicolas Kiefer could result in an uprising by the good people of both Holzminden and Sievershausen, dividing Germany once again.

So I'll go with ranking.
