We need to destroy the corporate intelligence culture and militarize the spy agencies. They should have full authority to collect intel in and outside the US.

We should also integrate all the different civilian agencies into one national police agency. Immigration, BATF, FBI, DEA, Border Patrol, and any other law enforcement agencies should be unified for a standard environment and information flow instead of rivalry and compartmentation.

We should have better trump cards to play than the threat of many trials and prison. The consequences of getting caught spying should be so terrifying that the process would even deter potential martyrs. Other crimes committed in a political context should be dealt with as acts of treason.
