Oh, they do that other thing too. During fermentation, there is a giant frothy brown scum on the top of the brewing beer. Brewers call it krausen, but in real life, it's yeast farts.

Shouldn't they take a new approach before cutting funding?

If there is a dirty band aid on a cut, you have to remove it before you put on a new one. The bloated funding is also taking a toll on the state budget, so why wouldn't you cut from areas where you are overspending?
