Actually, the closest thing we have to rationing in this country, which HCR attempts to minimize, is rescission undertaken by insurance companies when they make a decision that they've paid enough for a sick person's treatment and will refuse to pay for continued coverage, often at the point where a patient needs their insurance the most, like during cancer treatment.
Very good example, Richard, and one that the health care reform bill addresses. We'll have to see how it works in practice, because I don't doubt the insurance companies are working to find loopholes before these changes take place.

Things have gotten to a point where insurance companies are denying coverage to women who have had a ceasarean section baby delivery as that form of delivery qualifies as a pre-existing condition, to women who were beaten by their husbands because that qualifies as a pre-existing condition. That's some pretty nasty rationing.
