Wouldn't it be quite likely that the process of establishing a benevolent dictatorship would be exceedingly malevolent?

One would think. Or the usual course is pursued right up to the point one takes power, before establishing a dictatorship.

Hitler springs to mind. Though of course he was less than benevolent.
