1. Invoke a terrifying internal and external enemy. (Internal: Domestic Terrorists, Ect, Ect) (External: Gadhafi, Iran, Ect, Ect)

3. Develop a thug caste or paramilitary force not answerable to citizens. (BLACKWATER) Department of Justice and the IRS.

4. Set up an internal surveillance system. (The Patriot Act, 'The Watch List') Google.

5. Harass and/or moniter citizens or citzens' groups. (Notice any mass arrests?) Gibson Guitar Co.
