Default what nationalities are considered west indian?
In France, West Indian refers to people from the french West Indies(Guadeloupe,Martinique) the English and Spanish-speaking islands are not considered West Indian.

I heard that French Caribbean and Spanish Caribbean islands are not consider West Indian in the English- speaking countries.

west indian is apparently island nations that speak english dutch and french in the caribbean

In the United States and United Kingdom, West Indian only refers to the English-speaking islands of the Caribbean plus the South American country of Guyana.
