I only have first hand experience with American whites Blacks and Latinos. From this experience I find that black girls white girls and latinas are about equal when it comes to those "grinding" type dance routines, but in everything else black girls and latinas are better.

From watching White guys dance I have come to the conclusion that they cannot dance very well. The opposite is true for latinos and Black males.

Latinos all the way, specially the Caribbean and it's periphery. I'm not very familiar with Africa though they are probably up there as well since lots of Latin American dance traditions have strong African roots.

The first one is a Keralite girl, judging by her last name. But she seems to be doing Bharatnatyam, however. The second is a Marathi - the attire and bindi is very typically Marathi.

Depends on the dance. I don't consider bending down and shaking your ass for half an hour as particularly impressive "dancing".
The most diverse dances seems to come from Latin countries, but it must be a cultural thing, since Latin people can be any kind of "race", or any kind of mixture.
I did vote "Oceania", since there was no neutral option.
