The Chinese, probably. They're at that stage of development where there is widespread social mobility and the growing middle class hasn't quite settled down enough to move on to non-materialist values yet. When they do, probably in about two decades, the CCP had better watch out.

As far as South Asians are concerned, Sindhis (the Hindu immigrants from Pakistan currently residing in various parts of India, not the native Muslim Pakistani ones) are also known to be quite manipulative and unethical in business transactions and the like in the aim of securing as much profit as possible.

Oh yes, I forgot to mention that it is the common stereotype in India to attribute the Sindhi cheapness and manipulativeness to something we call Refugee mentality viz. hoarding and securing as many resources as possible, as seen during the Partition era where Hindu Sindhis made their way from their ancestral lands in Pakistan to various parts of North India.
