Silvio Berlusconi’s centre-right government is proposing a controversial draft law that would provide for the expulsion of European Union citizens who overstay in Italy without adequate means of support. Critics say the move is primarily aimed at Roma, or gypsy, communities living in illegal camps.
A separate provision in a draft security law approved by the cabinet on Friday would clear prostitutes from streets. Opposition politicians poured scorn on the new measure following the prime minister’s own involvement in allegedly hosting escorts at private parties. Roberto Maroni, the Northern League’s hardline interior minister, said the draft bill would allow authorities to expel EU citizens who remain in Italy more than 90 days “for reasons of public order” should they not fulfil EU requirements in having a job, adequate income and proper lodging. The European Commission had rejected a previous attempt by Italy to formalise the conditions for expelling EU citizens. Non-government organisations say the proposed law is directed at some thousands of mainly Romanian gypsies who live in unauthorised camps in major cities. Italy would present its proposed legislation to Brussels, Mr Maroni said. The bill must also be approved by the Italian parliament. The government has not come up with a national policy to deal with the various gypsy communities across the country, leaving municipal authorities to take matters into their own hands. Some cities, such as Milan, have used police action to drive gypsy families out of their unauthorised camps without providing any alternative, while Rome’s right-wing mayor, Gianni Alemanno, has drawn up plans to settle some communities in large camps while leaving open the possibility of expelling others. The new measures allow authorities to stop street begging and force prostitutes off the streets – a familiar sight in many cities and along highways. The proposed law apparently does not affect prostitutes working indoors. Leoluca Orlando, an opposition MP, commented that Mr Berlusconi, 74, was “devoid of any moral qualifications or credibility” to address the issue. Mr Berlusconi last year denied having paid women for sex, after several prostitutes went public with allegations that they were paid by intermediaries to attend his private parties. The prime minister has also said he was not aware that some of his guests might be paid escorts. Over the past week Italian politics and media have been dominated by the fallout from fresh allegations by a teenage Moroccan disco dancer that she was paid €7,000 by Mr Berlusconi to attend a party at his villa near Milan last February. Karima El Mahroug – who was 17 at the time but told her hosts that she was 24 – said in newspaper interviews that they did not have sex. Magistrates in Milan are investigating the circumstances of her detention at a police station on May 27 on suspicion of theft. Mr Maroni is due to appear before the Senate next Tuesday to answer questions over the incident. The prime minister has rejected opposition calls for his resignation. Forget the gypsies this goes against EU free movement of peoples principle and the EU commission would never allow it.
I feel sorry for them though in having to deal with Romania and Bulgaria's problems. EDIT What they should have done (if they didn't-I'm not sure if they did) is have restrictions on Romanian and Bulgarian migrants as soon as Bulgaria and Romania joined a while back, the UK public was worried about job competition and thus the government put a cap and placed restrictions. Italy (if it didn't) should have done the same. |

A country that cannot handle it's own garbage collection won't be expelling anybody. Not to mention how pathetic it is to persist in this, after what happened last time they tried it.

Gypsies and Tamils are the only nuisance immigrant groups in Sicily, where 98% of the people are of native origins. They are both of Indian origins and we would be quite happy to see them gone.
EU laws regarding free movement were intended for Western European standards, not uncivilized nomad peoples. That's directed at Gypsies, not Finlanders, btw. Even if the difference between the two is kind-of blurry. |

Guess what. Finland does not matter,neither do fingolians. Germany will be next deporting stinky Romanians. As it would be big time hypocrisy to only deport Romanians of Roma ancestry the policy should be extended to Romanians of Vlach ancestry aswell. When all Romanians are safely located inside the borders of Romania, new regent, Hungarian obviously, should took over governing the Gippos 'R' Us-country. |

I would indeed hope so. Unfortunately I have to pay taxes to support your shitty little country that exports gypsies. It is sad that Finland matters in that sense. ![]() Now, free movement is one of the fundamental rights of the EU. And quite possibly it's biggest achievement ever. Before the free movement, people had to do stuff like apply for visas, go through bothersome customs checks, get lots of permits, etc. And this made the economy of Europe less efficient than that of North America or Russia. Without free movement Europe will not be able to compete with other large economies. And THAT is what's at stake here. Hence, there will be no deportations, especially since EU law totally prohibits this. There will be talking, and posturing and saber rattling in order to reassure backwards Scandis, delusional Brits and Wog southern Europeans. But the show WILL go on. And the gypsies will be moving. Probably romanian gypsies will move to more ‘friendly and liberal’ countries like Spain is now.
And probably that will contribute, at least in Spain, to move from ‘friendly and liberal’ positions to right and far-right positions. The EU will have to reflect the thoughts and policies of members, she can’t go against them. And it seems that in the near future Croacia and Serbia will join the EU. Aren’t these countries also filled with gypsies?. |
