Probably rich families who benefits from Andorra's tax system.

It's actually very, very sensible for a really small country to have such low taxes for the rich. They may attract some rich people, who do not put much of a burden on the society there, but who still pay a lot of money to the country, despite the low tax. If they can attract a really big number of really rich people from other countries, who pay, let say 2% tax, it will still be a large amount of money the make almost for free. Even if they don't pay tax at all, they will robably buy goods there, and they won't settle for cheap stuff. There's always the option of a big VAT.

But, that does not account for reprisals or pressure from the surrounding countries, I gather. Such a scheme does rely on other countries higher taxes, so it's a bit vulnerable in the long run.
