I think a better solution is to promote strong birth control programs among the Gypsy population. I.E. financial compensation to all the Gypsy men that have a vasectomy.
The article is a little biased (look like the guy who wrote that dont pay taxes to sustain gypsies or support their criminal activity). If the vice-mayor used that words he made a political mistake. A solution could be a special law regarding gypsies,take away the kids(to the ones that don't work and send their kids to beg) and make a limit to how many kids they can have,or else they lose all benefits they could possible get and maybe some 'nice' prison sentence on top of that,just pouring money into them will only worsen the crisis,they need to be clearly controlled until there is some stability to their socio-demographic lifestyles.
