The people of the British Isles are mostly descended from people who have lived there for thousands of years, with small influxes from other parts of Europe and, more recently, the rest of the world. They are all very similar, with no real genetic difference between the English, Irish, Scottish and Welsh. Their ancestors include peoples who spoke Celtic and Germanic languages.

Patella said it best, although by and large the English are considered "Germanic" while everyone else is "Celtic". There's been intermixing forever, so I don't put too much stock there. My Shire in particular has always had heavy Irish immigration and most people I know are some part Irish.
