I would like to stay near seaside and good connections to other provinces by train/fly because I want to travel around in thailand and have a good "homebase".

I can spend till 8000 B /month. are there any additional costs (energy, water, etc.)? and, how can I get further Informations/contacts for bookings? Is there any good website for such things?
