The phrase "all phenomena are not-self" could be viewed as an ontological statement. It discusses how things are.
I view this as an ontological statement, despite everyone's objections. The impermanence of leaves falling from trees or the forming of planets in other solar system is not dependent on mental cognition.

And please do not quote the Sabba Sutta to me. One obscure sutta redefining Brahmistic concepts does not define the Buddha-Dhamma
