The latest issue of Vauhdin Maailma magazine had an article that FIA has made a decision not to allow drivers use foreign licenses anymore. One has to proof to reside in a nation which license one is using. Article says that in go-kart racing (or what exactly you call it in English) it's more of a habit for young drivers to go race to countries which suits they need the best. Young Finnish drivers' competitions in Estonia has been a much-talked topic, so the article points out that this decision would make an end to that.

I can't find that FIA decision, but it should be somewhere...
