If there was any suspicion that this is what's going on, then i'd be all for an inquiry and indictments.

But it is crystal clear that there is no such motive here.

I went back and re-read the OP. It doesn't say the kids were charged with a crime. Rather, the authorities are petitioning the juvenile court. This sounds like a process similar to what we have in California, where youths are not charged with crimes. Rather, if the court finds they did the illegal act, the youth is made a ward of the court, so corrective action may be taken. Later, when the kid attains his/her majority, the juvenile records is sealed.
