He was in Florida. There are no restrictions for loaded handguns here (in that sense). Some people are silly about their guns and dont like to keep a round loaded for some odd reason.

I'm one of those people. My carry guns are my glock and my LCP, neither of which has a safety (which to me is a good thing). My holster of choice is a shoulder holster, when I'm wearing a jacket, and I'm just not comfortable sweeping everyone around me with one in the chamber.
