You're breaking "The Deal." For many years, government employees been employed by at significantly less than market price, without any possibility of actually finding wealthy and on occasion even bonuses. As a swap, "The Deal" is they get healthcare and pensions. Therefore, now you've cut these out. Police, firefighter, EMTs, educators, an such like. Can get jobs out of state. The ones that stay, will visit state crisis areas instead of the old HMO's [which is a lot more expensive] and will make an application for welfare instead of pensions. I do want to increase gasoline fees by 16-cents, not 32-cents-per-gallon.] I acquired a $215 million excess by: Closing down all public establishments of higher education; cutting all other training around legally possible, endings resources to all public areas -- they've to pay for themselves; taking local authorities' share of the gas tax and utilizing it to pay interest on transport bonds; opening the Santa Barbara Channel to offshore exploration and by instituting a gas severance tax; introducing a gas tax and by increasing taxes on those making over $300,000/year. A $2.5 billion surplus was got by me by also eliminating Prop. 13 tax-limitations on industrial property. That will i'd like to cut my gasoline-tax escalation in half and nevertheless balance the budget.
