It seems like YOU'RE the driver here. Irrespective of decreasing one's speed in the problems above there's no reason to somewhat decrease your speed below the control. Doing this would cause much more incidents then would be prevented. Because its dark out possibly operating isn't for you you've to be afraid of not exactly every thing on the highway to slow your automobile down simply. For me when it rains, snows, and fogs I would rather improve my pace so I cope with it faster ergo I'm from the risk earlier. jk
Nope, in many places it's a necessity that you push at a pace where you may stay in along the street where you've visability.
