I say good. I'd hope that once they know they're being watched they're going to GTFO without endangering anyone else. If you know you're being watched you're less likely to get yourself in even more hot water. It gives them time to make a getaway, which is bad, but good if it means they stop mid-crime and the victim doesn't get hurt/robbed.
