And you can say it doesn't matter, because it's not in play yet! It's not in play until you take a stroke at the ball. A waggle that hits the ball is not a stroke.
Unless someone takes a legitimate swing at the teed ball, misses it, but the motion still causes the ball to fall off the tee. That intentional swing at the ball counts as one stroke. In that case, I'm not sure if the person gets to re-tee the ball or not.
