I asked my club pro this same question and he said that that's what it is there for even if it's not the range putting green and it's the one on the course itself, it's free to members and non members alike and they encourage everyone to take advantage of practicing there. I go at least once a day to practice my short game

Of course we also have a complete practice field for approach and short game facility that the team uses exclusively but I always go to the practice green everyday.
