My personal experience is based on Hajj I went in 2010

we started with Makkah and finished 8 days in Madinnah

Spiritually my heart was more uplifted when we were in Arafa (Makkah) but something happened to me in Madinnah and I got so emotional

I met some good brothers in Madinnah, esp at the post office who were quite useful (may Allah reward them) and few Saudi Businessmen but more importantly, spending time alone at the roof of the Masjid, reflecting and looking forward to the future

Makkah was great but chaotic

I would suggest you finish off with Makkah though as I wouldnt wanna miss Friday prayers at Makkah the feeling is priceless.
