There is an elderly couple who are struggling financially. The husband is a revert and

they are good pious muslims. I would like to find out weather it is permissible to use zakat money to send this couple for hajj ?

I have read that it is not permissible to give zakat money to a person and specify what it should be used for.

Please advise
