By the way while writing the name in general(like in schools so on),,,are we suppose to put this " ' " between the letter a & e(for Sa'eed)??

I think the apostrophe is just to indicate the arabic letter 'ain' for proper pronounciation. It won't be necessary in the official documents. I also doubt if they will allow apostrophe in official documents.
