I think certain people who achieve a certain connection with Allah have noor on their face. As to who can see it, the person seeing it probably must be a certain level too!

One brother once told us that one day, while sitting in Nizamuddin, there suddenly came a huge amount of noor and tranquility in the markaz. Looking up, he saw that Hadhrat Ji Maulana Inaam ul Hasan and Maulana Umar Palanpuri were returning from their walk.

I've also heard - I don't know how accurate this is - that there are different colors of noor, and people with a very high status can see the different colors of noor on people. Anyone heard about that before?

I dont know about different colours of noor but there are differring levels of birghtness. I have never met Hazrat Moulana Hakin Akhtar Sahib but I have heard he has tremendous noor on his face Alhamdulillah.

and Yes there are moments when Allah with his grace and mercy allows a person to see the noor on a certain persons face. If the noor is snatched away from such a person sometimes that can be noticable if Allah wills. With sin, noor is snatched away and with repentance and good deeds the noor starts buliding up. Every believer does have a certain level of noor due to possessing imaan. However, our aim should not be attaintment of the noor but our primary aim is the pleasure of Allah, noor is the result of sincere obedience of Allah and noor is the manifestation of Allah's pleasure on such an indiviual. It does not mean if we cannot see noor on a certains face than such a person is not pious, piety is noticable in actions and noor is a bounty/favour of Allah.

This topic is really deep and can take time to explain. May Allah grants us the ability to practice on his commands and instill the noor of imaan in our heart.
